These proposals are prioritised by year of recommended implementation for the next two years, and are categorised on the basis of having high, low or no cost implications. For the purposes of this report Health Gain is used as a summary term to encompass the extension of life expectancy by further reductions in all-cause and disease-specific mortality rates in the various age bands within the over 65 year population; reductions in morbidity experienced in life as measured by reported episodes of acute or chronic ill health or GP consultation rate; and the enhancement of the Quality of life as measured by subjectively experienced satisfaction reported in consumer or patient surveys.
